One App challan system in Punjab

CM Punjab Launches Digital Traffic Challan One App

In a landmark move toward modernizing governance and improving road safety, Chief Minister Punjab Maryam Nawaz Sharif has officially launched the “One App” digital traffic challaning system. Termed as Pakistan’s first comprehensive, evidence-based traffic enforcement mechanism, this initiative aims to replace traditional, discretionary policing with a transparent, tech-driven alternative.

The launch of the Digital Traffic E-Challan “One App” marks a significant shift in how traffic laws are enforced across the province, ensuring that every penalty is backed by verifiable proof. Punjab traffic Police also introduces body camera for traffic officers.

What is the “One App” Digital System?

The One App is an integrated digital platform designed for traffic police and law enforcement agencies to streamline the issuance of e-challans. Unlike previous systems that often relied on the manual discretion of wardens, this app centralizes data from multiple provincial databases including the Excise & Taxation Department, Punjab Police (FIR records), and the Transport Department.

The application is not just a tool for fines; it is a multi-functional enforcement hub that allows officers to perform instant background checks on vehicles and drivers directly from their handheld devices.

Key Features and How It Works

The system operates on the principle of “transparency through technology.” Here is how the “One App” functions on the ground:

  • Evidence-Based Challaning: When a violation is detected, traffic officials record video evidence of the incident through the app. This footage is securely stored in a digital format, ensuring that the fine is justified and indisputable.
  • QR Code Integration: Once a challan is issued, citizens receive a digital ticket containing a QR code. By scanning this code, the violator can view the video or photo evidence of their specific offence, reducing the likelihood of false claims or harassment.
  • Instant Verification: During roadside inspections, officers can use the app to verify:
    • CNIC and Driving Licenses: Real-time verification of the driver’s identity and permit status.
    • Vehicle Records: Immediate access to ownership data, stolen vehicle databases, and fitness certificates.
    • Route Permits: Ensuring commercial vehicles are operating within their legal zones.
  • Point-Based Penalty System (Phase 2): In the upcoming second phase, the government will introduce a point-based system. Repeated violations will result in points being deducted from a driver’s license, eventually leading to temporary or permanent suspension.

Broadening the Scope of Law Enforcement

The “One App” is not limited to traffic signals. Its integrated nature allows the Punjab government to tackle other administrative challenges:

  1. Anti-Encroachment: Officials can use the app to document and take action against illegal encroachments on public roads.
  2. Environmental Breaches: The system facilitates digital action against smoke-emitting vehicles and other environmental violations, contributing to the province’s “Green Punjab” vision.
  3. Criminal Tracking: Wardens can instantly check the FIR status and criminal history of individuals, making it easier to identify wanted criminals during routine traffic stops.

Major Benefits for Citizens and the State

The implementation of this digital system offers several long-term benefits:

  • Elimination of Corruption: By removing personal discretion and requiring video proof, the system significantly reduces the chances of “on-the-spot settlements” or bribery.
  • Improved Efficiency: Real-time data access means officers no longer need to make lengthy phone calls or radio checks to verify a vehicle’s legal status.
  • Enhanced Road Safety: The threat of recorded evidence and the upcoming point-based system serves as a powerful deterrent against reckless driving and one-wheeling.
  • Data-Driven Governance: The centralized database allows the government to analyze traffic patterns and violation hotspots, enabling better urban planning and resource allocation.

Conclusion

The launch of the Digital Traffic Challan “One App” by CM Maryam Nawaz is a bold step toward a “Smart Punjab.” By prioritizing accountability and evidence over manual procedures, the provincial government is not only making the roads safer but also restoring public trust in law enforcement. As the system moves into its second phase, it is expected to set a new benchmark for digital policing across Pakistan.
